To achieve the “Advanced” level for Assess, perform a risk assessment consistent with the AWWA J100-10 Risk and Resilience Management of Water and Wastewater Systems. Then, assess all major assets and all pertinent threats and evaluate the cost and benefit of countermeasure packages that achieve acceptable risk levels for all major assets.

In addition, develop a risk management plan with a prioritized list of risk mitigation projects that, if fully implemented, would achieve acceptable risk levels for all major assets.

Finally, implement countermeasures, whether process-focused or capital intensive, that would reduce all high risk assets to medium/low risk assets. Recognizing that such an outcome may often be infeasible in the short or medium term, develop a strategic approach for mitigating high risks over the long-term. This approach should be directly integrated into the facility’s long range plans.
